Question.2504 - As a beginner in evaluation, how would you go about describing your program? You might be acquainted with flow charts, maps, or tables. If so, you might be familiar with the format of logic models. Logic models are pictures, conceptual models, or mental maps of how your program, activity, initiative, or project is supposed to work. Logic models in evaluation have been used for over four decades. Originally developed for the United States Agency for International Development (USAID), the methodology saw extensive use in the domestic arena in the mid-nineties when United Way, Kellogg, and Hewlett promoted and encouraged grantees to use logic models in program management and evaluations. Logic models have been criticized in recent years for a number of reasons but continue to be taught as part of the standard methodologies in the evaluator’s toolkit. You will find that a critical requirement of logic models is to be able to operationalize and measure its components. This week, you examine logic models and frameworks and create a logic model of an actual program. Learning Objectives Students will: Evaluate the use of logic models and logframes in program evaluations Develop preliminary logic models or logframesLearning Resources Required Readings McDavid, J. C., Huse, I., & Hawthorn, L. R. L. (2019). Program evaluation and performance measurement: An introduction to practice (3rd ed.). Thousand Oaks, CA: Sage. The UNICEF (2002) cases illustrate examples of logframes and logic models as applied to post conflict rehabilitation of child soldiers. For this Discussion, review this week’s Learning Resources and the case of the popular program, Alcoholics Anonymous. By Day 3 Post by Day 3 an explanation that includes the following: Explain whether or not you think the Alcoholics Anonymous program is successful. Justify your response. Briefly describe what you think are the important characteristics of its underlying logic model. Explain your reasoning. By Day 5 Respond by Day 5 to two colleagues in the following way: Explain whether you agree that these are important characteristics of the logic behind the program. Explain what other considerations might be important. Submission and Grading Information Grading Criteria Koerner, B. I. (2010). Secret of AA: After 75 years, we don’t know how it works. Some models are based on elaborate or complex formulations of change that are based on social science theory. Other observers also argue that, for the most part, logic models are based simply on programs that are manifestations of what stakeholders, policy makers, and program managers think will work. By now, you have selected a program for your Final Project, the Evaluation Research Design. You will use your Assignments throughout the course to build upon your Final Project. In this first Assignment for your Final Project, you will construct a logical model or logframe of the program you selected. By Day 7 Submit by Day 7 a logical model or logframe for the program you selected. This will present somewhat of a challenge for programs that do not yet exist, but a description of your proposed program and its objectives will be sufficient. Pay specific attention to components, objectives, outputs and outcomes, and the causal linkages within the model. Also pay specific attention to stakeholders and program objectives. Develop this model as fully as you can. Note that this model, once articulated, will help you formulate your evaluation research questions and determine the data that will be needed later in the evaluation design process.
